The factory still has to wait for approval by the joint finance committee, which includes state legislatures and state Senate officials.
Foxconn, the $10 billion plant, is scheduled for operation in 2020, with an address of 1000 acres in the southwestern part of wisconsin.
"We are ready to take advantage of this historic opportunity and establish ties with Foxconn," Wisconsin governor Scott Walker said in a statement.
Walker ordered the legislature to hold a special session in August 1st to assess a package of incentives for Foxconn. The program plans to award Foxconn $3 billion over the next 15 years, most of which are cash rewards.
